It does! But I just handwave that away, because as much as Lin seems to deal with her issues by throwing tantrums and sulking, "My mother dismissed my desire to know who my father is" and "MY MOTHER ENGAGED IN ACTUAL POLICE CORRUPTION TO GET MY SISTER OUT OF TROUBLE" are legitimate complaints.

(And I strongly suspect that it's the latter that has tainted every single aspect of their relationship before and after, even if Lin can't see that. Toph's actions there are the sorts of things that destroy whole police departments in functional societies.)
