My thoughts on Gallifrey: "Pandora" were best expressed in the form of a Facebook mock-up.
I always forget that Braxiatel's long game at this stage essentially boiled down to:
1. Screw Romana.
2. ????
3.Profit!!!! Presidency!!!
Point 1 may be taken as metaphorically as you wish. I am always amused at how much the chancellor-investiture scene sounds like the wedding ceremony for a marriage of convenience, with the organ and the "what made you change your mind?" and AND AND!!!!
And after going into exile, Braxiatel learns of the inevitability of Gallifrey's destruction, but the steps he takes to preserve it are even sketchier than the stunts he was pulling as Romana's William Cecil. Most of which were basically okay, aside from all the times he was giving Romana enough rope to hang herself with. Possibly the ends justify the means. I really must listen to the Benny audios.

But yes, his long game in the Gallifrey audios was...sketchily considered at best. Luckily (or extremely unluckily) he gets a lot better at the planning.
